CB by law is 4 watts out. Many export radios can easily double that.
Doubling one's power at low watts can make a huge difference on 11
meter.

So it sounds like one could use a 10-Meter illegally without fear of
likely getting busted for it. Still, I'll probably hold off on getting
a 10-meter until I'm "down the road" a bit.
