Default small 76cm dish antenna with free to air satellite programs. Setup help needed

I have been learning all I can about TVRO, but mostly I see
information on c-band and 10' BUDs. Okay, I understand that you need a
BUD for C-Band, but for Ku-Band one can get by with a 76cm dish? I
don't have permission for a BUD in my association, but 76cm dish is
ok. I have been trying to setup a system using samsung 3800 receiver,
a dual LNB, and a DiSeqC motor. Looks like I am from mars since no one
else seems to care much about it. I have about 8 basic questons.
Rather than describe each question, I have taken pictures of actual
equipment and also satellite view of the ground where I am setup. I
would appreciate it if you could look at my web page with questions
and anotations about this setup.
