In today's extremely noisy 11 meter band, you would not get far enough
to make the expense worthwhile. Any radio transmitter requires a 1/4
wave antenna to work effectively. Handheld radios, whether a 27 MHz
CB transceiver or an 2 meter HT are very inefficient units. By the
time you hook up power, antenna and microphones to them, you might
as well have used a proper mobile or base unit.
Don't waste your money or time on a handheld unit.
In the same vein, the ads for 5, 7 and 10 miles simplex 460 MHz HT's,
like offered for sale as FRS/GMRS radios are a crock. With the small
built-in antennas, you will get no more range then a .5 watt FRS radio.
Don't be fooled. The only way to get some range with a radio is height.
In radio height is might. That's why radio towers are so tall.
