Is 11710 best for DPRK or is there better for western U.S.?

I don't normally listen to them but they are on many 9 and 11 MHz band
frequencies. I usually notice them on those bands.

9535 is usually good here as is 17825 normally. Being on the west coast
they are no problem to get.

I would try these frequencies for north and central America from
MT-shortwave blog page.
http://mt-shortwave.blogspot.com/

0100-0200 9730am 11735ca 13760ca 15180ca
1000-1100 6285am 9335ca
1300-1400 9335na 11710na
1500-1600 9335na 11710na

I would also listen to Japan and South Korea.
