Default CHP Coastal Blue

Curious if anyone knows what frequency is described as "Coastal Blue".
I saw reference to this on the Reagan Motorcade.

Coastal is probably a reference to the 167.9 "Coastal Division"
CTCSS/PL tone code. Blue is 42.34 base/42.18 mob up, Blue 1 is 39.14
base/42.18 mob up.
