Not when it's dividing the power in half?

The way you wrote the add, it does read like you put 3000w in and get
1500w out.

There wouldn't be a rating for the output power level, either you feed
too much into the input or it's okay.

Surely what you meant was that the tuner can handle a transmitter of a
certain power level, and that power level can either be measured as 3000w
input to its plates or 1500watts output. Which of course isn't two
different power levels, just a different method of measuring the power,
the former with metering inside the rig, the latter with a wattmeter on
the output of the rig.
