Someone here doesn't know much - the 12 meter band is 24.890 - 24.990 MHz and most CB radios will not go that low.

A Export transceiver will - but you are unauthorized to use those bands and getting caught means loosing more then just your transceiver and a couple of thousand dollars in fines.
It also means a black mark on your permanent record, which means if ever the day came when you decided to get a amateur radio license, you would be barred from holding a license or operating on the amateur radio bands - because your character would be in question and you would not be a good candidate to hold an amateur radio license.

Freebanding is for looser's that cannot pass a 35 question multiple guess test and get an amateur radio license.
