If someone is in Colorado, where can they buy a Yaesu FT-857D for the lowest
price new, mail order, with NO TAX?

Have you checked out Amateur Electronic Supply (AES) or Ham Radio
Outlet (HRO)? Don't know CO sales tax laws but some states do not tax
on-line sales if the sale originates out-of-state.

Also, join the Yahoo FT-857 group. Someone there may have one for
sale, though it will be used.

The Ham Radio World is a close knit community, almost a conspiracy, where the price is determined by the supplier and regardless of where you buy it, the only factor that changes is if they charge shipping and how much.

Ham radio outlet, AES, West Mountain Radio - etc all charges the same amount and they all make about the same amount of profit - usually 30% - which is the mark up.
