Default Question regarding police tactics and scanners

Some crooks are in a building doing crooked things and communicating
using radio sets. Three squad cars are nearby and the idea is that one

So, the question is, is this possible? Is it routine? Is it likely?

Great question! I've crossposted this to the appropriate groups for scanners as well.

Not only is it likely, in many areas it's totally possible.

Simply have your bad guys use FRS radios. They're cheap and easy to use, and most modern scanners have a service search for them.
So, your cops are driving around and get bored - it's a slow night, and they start playing with the scanner. They listen in to a few
service searches: their own dispatch comes up, they tune into a cordless phone call and have a good laugh (let your imagination run
wild there), some air traffic perhaps.. eventually they hit the FRS band and stumble onto the bad guys.
