for communication over a copper pair into an extremely noisy area,
manned by a non-code-proficient mechanic, at sea with intense
vibration.

seek standalone (ie, not a computer-sound-card-based solution)
hellschreiber gear. if it works nicely, might attract official
purchasing in quantity
