Does anyone know if there are plans for a discone scanner antenna on
the web to build?

QRZ has a discone design download

http://www.qrz.com/download/antennas/discone1.zip

Also see:

P.S. When are you going to learn how to use Google ?
I found these two links in 10 seconds using Google
There are more there as well

Click on this URL:

Type in Discone antenna

Get dozens of places to look.

Also have you bought an antenna book yet -- most of your questions can be
answered by studying a good antenna book.

It is difficult to teach you antennas here. It would take several pages.

How would I "scale it".

For instance, if an antenna is resonant on 460 MHz,
multiply all the dimensions by pi to make it resonant
on approximately 146.4 MHz.

When I divided 460 by 146, it was so close to pi that I
couldn't resist. We have a cartoon on the wall here at
the GED center that was lifted from a MENSA publication.

The setting is a restaurant where a man has just asked the
waitress, "How much is pie?" She responds, "How much is pi?
Last I heard it was
3.141592653589793238462643383279502884197169399375 1058209749..."
There are a couple of hundred additional digits on the cartoon.

This is a joke, right?

I am serious with the question. Will "scaling it" for a bottom band of
say 108 mhz make it "less efficent" at higher band?
