Default Outdoor omni 2m vertical- freezing rain

What form of outdoor 2m omni vertical antenna would you expect to be
affected the least by rotten weather like freezing rain?

My guess would be a sleeve dipole encased in a sealed PVC pipe, but
thats just a WAGuess without any data to back it up.

Any and all opinions appreciated.

A copper-pipe J-pole with some heating
method... Christmas lights inside, maybe?
