Double Quad
 
I found an article from QST a while ago that showed how to make a
horizantaly polarized "beam". Two quads where stacked on one top of the
other, with a reflecting screen behind them. Is it possible to rotate the
antenna so that it is vertcally polarized?

I do not see why not
try it and then do some field tests to see if the vertical field is
stronger.
Experimentation - a REAL hobby ....

Backpacking contest on VHF /UHF
