Perhaps when L is said to cancel C, it is a short way of saying the
reactances offset and the net is ithe difference of the two.

Yes you can if you are looking at magnetic fields which is a measure
of reactance.
But the phenomina that produces the magnetic field is still there and
must be
accounted for and that is the slow wave phenomina
