"Filipino Monkey" in the Gulf Region since the 1980's?

Can anyone point me to any information about the Filipino Monkey
maritime radio heckler? The guy made the news this week, and their's a
lot of talk about him, and it's been claimed that he's been at it
since the 80's, but everything that comes up on the web or usenet
seems to be less than a week old. Could this guy really be as well
known as is claimed without any documentation, or is there old
information that I can't find because it's being drowned out by the
new?

Someone in my ham radio group was wondering how the heck they knew he
was a ham anyway, and not a "free bander".
