I run about 1300 watts on 15 meters and most often get a pileup in answer to my cq. It is a matter of picking the strongest signal and who speaks the best English. NASA said "the sun is at its deepest pit since 100 years." This happened in the 1650's that caused a global cooling. I knew a lot of 11 year cycle peaks where even a test oscillator on an arial could be heard over the pont. I thought it was strictly for research - to find out more about the ionosphere and ionizing effects. But with the cutback in military spending, a lot of research (and other programs) are being dropped. HAARP just happens to be the most visible to hams.
