Reflected power is irrelevant.

A short antenna will radiate 10 watts of power just as well as a long
antenna.

You can not feed power to anything, you can only apply voltage and/or
current.

Real antennas do not "seem" reactive, they ARE reactive at any frequency
where they are not exactly resonant.

Power is not a discrete thing that flows like a river.

It is current that flows through an electrical circuit and the power at
any point in the circuit is I^2R.
