Hi OM,

Yes, among many variants.

Yes, it is not exactly admitted to, but neither does the author simply
wash his hands of it.

It looks like a simple description of a short antenna fully
recognizing losses borne by the shortcuts. If anything, it becomes an
issue of craftsmanship and cost as there is very little left to
consider.

You might find it easier to tune by sliding the Choke portion of it
over a range of distance (I am thinking of the choke as a series of
beads over the cable and thus mobile in some sense).
