Default Mini whip ground reference?

This suggests that the ground reference should be at the
site of the mini whip, which goes against other web sites
calling for a non-conductive mast.

(The electric filed diagrams seem more technical than other
URLs)

Has anyone any experience either way?

PS. Have gone for the "vapourware" IP33 SMD kit and a drum of
RG58.
