Opposing BPL
 
I've passed all this along to friends in that venue with a notation
on the fact that it is known that some test sites are NOT presently
active above 22 mHz so they will be aware that Low VHF noise may be
missing, and to not construe this as assuming that BPL will not cause
interference with lowband HF systems.


What should be passed along is that some systems ARE using low-band VHF, and
that the rules permit them to do so. In Briarcliff Manor, NY, I heard
fundamental BPL signals on low VHF, and harmonics of the 22 MHz stuff in that
range, too. By my guess, what I heard there was about S6 or so.

Some of the BPL stuff is frequency agile, so they may be able to avoid the
spectrum of known users, but that would mean that any "out of area" low-band
use (some state agencies have licenses for same) would possibly run into
trouble.

I am willing to work with any of the involved agencies in the W2/W3 trial
areas, get them started, then go home so they can develop independent results.
