1) Mail is usually not good enough notice to appear in court. Such
are delivered in person.

2) He almost certainly has a previous negative history of some sort.

Perhaps somebody who doesn't like him has untruthfully told the secret
police he has some form of associations with an unknown terrorist
organisation. If he should disappear from circulation, under the new Laws,
nobody will ever know, not even he, what has happened to him.

But of course, it couldn't happen in this fine country of ours - Merrie

I guess he had no driver's license, no TV license, no library
card, no National Health (sic) card, no dog permits, no fishing
license, and so forth, und so weiter .......... , so this was the
only way to differentiate him from *ALL* the other Gareth Evanses
in Hardens Close, Chippenham.
