Wasn't this measurement sequence made close enough to the radiators so that
ground conditions were unimportant? The need was to establish the
"efficiency" (note) of medium-wave radiators of various heights with ground
systems of various configurations to use as a basis for an allocations plan
for commercial MW broadcasting. The FCC reviewed and adopted it, and it has
served quite well as such for many decades now.

From reading his publications it can be seen that George Brown was a
meticulously careful engineer. It is unlikely that he would "forget"
anything that was germane to the purpose of this study.

Note: Efficiency in this case meaning the horizontal plane field
intensity
at distances close enough to the vertical radiator that ground
conditions
and earth curvature can be ignored.
