I think just recently I read of someone who solved the ground-plane
issue for mag-mount antennas by using a big pizza platter. Mag-mounted
the antenna to the platter, and clamped the platter to a Hummer that had
a fiberglass shell. Worked pretty good, according to the author.

You might look into the Wilson dual band cellular trucker antenna that works
without needing a ground plane. Several mounts are available including one
for RV's.
