Doesn't a CRT rejuvinator tend to "zap" the tube with high voltage? Wouldn't
this tend to fry the tube?

*** IMO the most common failure mechanism is not lack of cathode
emission but lack of light emission from the target.A simple test to
carry out on a low light output eye is to increase the heater Voltage
while it is operating,most times there will be no increase in light
output.

What does "fry" mean?

The CRT rejuvinator applies a very short pulse of a very high voltage
with the cathode positive, in order to clean the passive oxide layer off
the cathode.

The phosphor is damaged by ion bombardment. Older eye tubes
will have targets that look dark or streaked. You can boost the
the B+ voltage on the target to get some more life out of the tube..
