Ebay 'hidden' feedback - no rants, pls

Hi, all concerned:

Saw a listing the other day in which the term "hidden' feedback was used.
IIRC, the seller was touting a boatanchor.

Searched ebay policy for references, none found.

Anyone have an explanation, pls?
