Try the R-390 list; you'll have to subscribe to post, but the list is
full of good advice from people who know the rigs.

You can put a 47 Ohm 10% resistor in to replace the 3TF7 and probably
never have any filament regulation problems at all. It was put in
the circuit for situations where the 110 VAC power supply was *very*
uncertain.

The R-390 list is hosted at qth.net, and there's a signup page in the
tree based at http://www.qth.net/.

Replacements for 3TF7 are a FAQ, and you'll find leads if you really
want to spend the money. Just ask.

Chuck Ripple also makes solid state ballast replacements ...very reasonable
price.
You need regulation for SSB-CW RX

Try "Chuck Rippel", which I think may get you somewhere. His site is
http://www.r390a.com/.

He writes for Electric Radio and lives down in Chesapeake VA. I think
he is at crippel @ exis.net. He does excellent work on the 390 machines
(even if he never could get the lowest band on mine to quiet down).
