These look a lot like old lighting chokes for AM broadcast radiators.
Used to prevent disruption of the base impedance by the light wiring
crossing the tower base.

Phil -

Close, but no stogie. They could be static drain chokes used on unlit
towers. They could also be RF chokes from the high voltage supplies of
old broadcast transmitters. They are not lighting chokes, however -
they have only one winding, where a lighting choke would have two or
three. The windings on a lighting choke would also be heavier gauge
than these. I deal with all of these critters on a regular basis. g
