I have both a working and a non-working NC-57 and can assure you that
is not the transformer used in the NC-57 receiver. Sounds like you have
some kind of a buck-boost transformer. I have never seen a transformer
with specs showing the working voltage to ground. Pretty strange unit.

You must not work with milspec equipment much - VERY common to see such
ratings on equipment made for the government...
