Collins 32V3 Chirp
 
A friend of mine has a 32V3 with chirp so bad that CW on 40M is almost
unusable- higher bands are even worse.
He said he has tried changing osc. tubes with marginal success- is there a
known problem/fix for this? He said he knew of others with the same problem.
Hard to believe they left the factory like this.

The 32V transmitters have a silent oscillator... the oscillators
run all the time and are not keyed. Stages downstream of
the oscillators are keyed.

This was to eliminate chirp.

My guess is that some shielding is not working and the chirp
is caused by major feedback. Another possibility would be
the tube that regulates the voltage to the oscillator. Bill Hale K0QA
