Good description. It is actually a separate language, Kreyol.

Hi Folks:
I hear an ID in English today. a man's voice said WNYC 87.7. A
little searching gave me a WNYZ, which he might of said, which points
to a Russian station. It's strong, 3000W according to that page, but
it's advertised as the audio channel to TV ch6. It isn't because TV FM
is considerably narrower than this.
