Don't take any FCC listings of Mexican call letters too seriously. All
the FCC really cares about in Mexican listings are the tech parameters.
(and some of those are notified by the Mexican government but don't
actually exist. We - and the Canadians - do the same thing.)

The official Mexican government list is on
http://dgsrt.sct.gob.mx/fileadmin/ligas/radio_AM.pdf . However, this
list doesn't admit to any stations on 1700 in Baja California! It
doesn't list an XEPE either, at least not in Baja. It does list an XESS
on 1450.

IIRC the station is required to ID in Spanish at least once an hour and
I *believe* DXers have heard this ID.
