Tobacco commercials?

I've been hearing ads for an online cigar store on a radio
station in San Francisco. What's the loophole there--can
they talk about selling tobacco products as long as they
don't mention any specific brands?

The law specifically prohibits broadcast advertising of cigarettes and
smokeless tobacco. Advertising by retail establishments is not covered.
Where I now live, a local chain of tobacco retail stores is a regular
advertiser on radio.
