In record company jargon, it means "artists & repertoire" and refers
to executives who decide which artists to record, and what they will
record. I've never heard it used in radio, although I would never say
categorically that it hasn't been.

Artistry & Repertoire, the department (and guys) who sign new acts, and
sometimes find stuff for them to perform - though that was more in the earlier
days than now.

I recommend the novel "A&R" but I can't locate the name of the author right
now. Good insight into that end of the recording industry.
