Ask the question on the "mailbag" section of DCRTV.com . WTOP people read
and post regularly.

I visited their transmitter a few years ago. The modulation monitor needle
just stuck in the region near 100% - yet I agree they sound good. Shows
what you can do if you only have voice to deal with - and a good engineering
staff.
