Looking at the video - not the stills on the link - I don't think it's a
wire. There is a similar crease on his shirt on the right side of his tie, a
little higher though, as he adjusts his tie and turns slightly away from the
camera. Any radio aids, you'd be looking for a Telex reciever in his ear,
not a wire on his chest. If I'm wrong and it is a wire, it's likely for a
mic, recording any great moments of oratory history. Since it was Geo
Dub, there was none.
