Does Cuba operate any English-speaking stations?
If so, where are they broadcasting to, and what's
the programming?

Radio Havana has English programming. You could find out more by looking for
their website or going to alt. radio.shortwave.

The programming is vintage anti-Americanism.

Radio Habana Cuba broadcasts in English to the US on the shortwave bands.
I don't know frequencies offhand but the WRTH will list them.

The programming, for the most part, is bland propaganda. They used to have
some great music on, including live remotes from the Hotel Nacional with
all of the latest hits, but I don't think they have done that in years.
