There are reports that is not (at least in the UK).
There are too many programmes in each transport stream, therefore the
maximum bandwidth is approximately 12kHz.
However, most DAB radios are small portables, and unlikely to produce
HiFi audio. Even with real HiFi radios, I doubt I you would notice any
difference.
