Yes. Many do. In fact, there are Internet forums dedicated to nothing
but modifications of these types.

spectrum?
The spectrum is extremely valuable which is why it's pseudo-protected
and regulated. The band has the same properties as 10 meters and the
crowds on these bands illustrate your position is the extreme minority.
BTW last time I checked, none of the Radio
Shack rigs were modifyable to the 11 meter
band. The microprocessor prevented mods to
go outside of the band.
If you want to get on 11m so bad, get yourself
a codeless geek license and get on Amateur
Radio 2m band with the rest of the tribe.
Amateur radio is not necessary for 11 meter. Modified cb radios and
export radios provide all the access one may require for that band.
