Reverse swing On Meter?
 
What would cause a backward/reverse swing on the signal/modulation
meter?

Could be an antenna problem, or more likely you don't have enough
carrier for the amount of modulation. Cranking up power mikes or
turning up the mike gain can cause it. Some radios "show" reverse
swing when there is nothing wrong.

Is the meter on the radio or a stand-alone unit? What make/model of meter/radio?
On which setting is it swinging backwards: signal, power or modulation?
