New York City Area - Blue comm emergency group?

Specifically, Staten Island, NY. On 462.600 MHZ in the GMRS band,
there is a repeater group that calls themselves Blue Com or Blue
Communications. They sound like an emergency service or response
group, though usually only idle conversation is scarcely heard.
Thoughout the day and night especially, the repeater sends time
checks, automated call signs and the national sercurity level. They
seem to have fairly wide coverage. The repeater states that it has
been in service since 1997. I'm wondering if anyone has come across
this group and could shed some light. Does anyone have anything on
this? Thanks.

There are several inquiries about this group on several Yahoo groups,
bulletin boards, and other GMRS-related venues. They claim to be good guys
who are serving their community, but no one knows how they serve and who
they are. They use bluecomm at yahoo as their email address, and queries to
that address get replies from different people using aliases because of
their line of work, whatever that is.

My impression is that it's some guys who have a fantasy about community
service, but who do nothing.

Similar groups on the West Coast as well, but use UHF LMR trunking and
GMRS.
