Ummm, they are maneuvering here. That "general compliance" means that
they are doing an end run around the broadcasting issue and prepping to
go after him on the other issues.

He ought to be a tad worried now. The broadcast issue was a sticking
point, as there is a thin line between what he is doing and the ARRL
reports. That sticking point has been negated.
