I heard that. He was referring to the hijackers: "....the people who
attacked the United States in New York, shot down the plane over
Pennsylvania,...." With all the people on the plane talking on their
cell-phones saying they were going to re-take the plane, I really
don't think it was shot down. Rumsfeld probably meant to say "brought
down". After all, he isn't exactly the brightest bulb on the tree (or
the brightest flame on the Menorah, to be PC).
