Serious question:

Just how much power is the maximum permitted level of
250 uV/m at 3 meters for non-licensed devices?

Correction ....... 0.01875 microwatts for 88-108 mhz fm



That's assuming an isotropic antenna under ideal conditions..... and
missing a critical part of the formula: the characteristic impedance
of free space is 120 * pi (377) ohms, not 120 ohms. You left out pi.
