How does one get a Liscense in Venezuela
 

I have a friend who lives in Venezuela, and he would like to
get a Ham radio liscense. How does one get a liscense to
in Venezuela?

they should be able to direct you to the right folks. If he's an american
citizen, he may be able to work thru the ARRL and see if there is a reciprocal
licensing agreement....I take it by your comments that he is a native of
Venezuela, tho. Might be difficult with the current political situation in
Venezuela, tho. Heh...I was there for the riots in '89....fun.
