DXCC NEWS...........
Bill Moore, NC1L, ARRL DXCC Branch Manager, reports that the following
operation is approved for DXCC credit:
T61AA - Afghanistan; Current operation effective May 23rd, 2006

"MONTENEGRO POISED TO BECOME NEWEST DXCC ENTITY" states this week's
ARRL Letter. The Republic of Montenegro, which declared its independence
on June 3rd, reportedly has now applied for United Nations membership.
This is just one more move to pave the way for the tiny Balkan nation
to join the ARRL DXCC list. "Once Montenegro is accepted into the UN or
obtains a callsign prefix block, DXers will have a new DXCC entity," says
ARRL Membership Services Manager Wayne Mills, N7NG. The ARRL Letter
states, "The division of Serbia and Montenegro eliminates what remained
of Yugoslavia. Serbia's parliament this week declared Serbia a sovereign
nation as heir to the former Serbia-Montenegro union. Assuming that Serbia
continues to hold its current seat in the UN, it will remain on the DXCC
list as a pre-existing and continuing DXCC entity, Mills explained. A
decision on whether to admit Montenegro into the UN must go before the
UN Security Council and then to the UN General Assembly." The length of
this process is at this time unknown.

E2/HS, THAILAND (WARC Bands - "Permission Imminent"). Tony Waltham,
HS0ZDX, Editor of the Bangkok Post Database, reports that the long-awaited
permission to operate on the WARC bands (30, 17 and 12 meter bands) is
just around the corner, according to John (Narissara), HS1CHB, who told
those present at the June 4th Radio Amateur Society of Thailand (RAST)
meeting. The National Telecommunications Commission (NTC) has agreed to
issue a temporary permission for those radio amateurs in Thailand who
notify them of their desire to be active on these bands which also
includes permission to operate on the 80 and 160 meter bands. This
temporary permission will be valid until the end of the year. The RAST
officials said that the yet-to-be-formed National Broadcasting Commission
would need to be in place before any permanent spectrum changes could be
made. To qualify for this privilege, which includes permission to operate
on the 80 and 160 meter bands, amateur radio operators should send a copy
of their station licence, their equipment licence and their operator's
licence to Maj Narissara Shaowanasai, HS1CHB, Post Office Box 1, Bangkok,
10900, Thailand. They should also submit logs of their operations on these
bands to HS1CHB on a monthly basis as the NTC requires that these be
submitted as well.
LAST MINUTE UPDATE (Provided by Champ E21EIC): John (Narissara), HS1CHB,
who is the RAST liaison officer working on this permission, was informed
that the NTC will approve the use of the WARC bands and the low bands
during the forthcoming week. Details of the frequencies and modes for
both the WARC and the low bands will be posted during the coming week on
the RAST Web site at: http://www.qsl.net/rast

QSL INFO AND NEWS.......................
DON'T THROW AWAY THOSE OLD IRCS! Glenn, K2FF, points out to OPDX readers
that the date on the current IRCs that reads "31 Dec 06 is an expiration
date which simply means they can't be SOLD to customers AFTER that date.
However, they can be redeemed forever. Hams simply need to be armed with
the copy of the right pages from the International Mail Manual (IMM).
Glenn states, "This is right out of the 2006 edition of the International
Mail Manual..." Please note the last sentence in very first paragraph:
372 International Reply Coupons
372.1 Description

a. The sender of a letter may prepay a reply by purchasing reply
coupons which are sold and exchangeable for postage stamps at post
offices in member countries of the Universal Postal Union. The
period of exchange of international reply coupons issued by the
Universal Postal Union on or after January 1, 1975 is unlimited.

Glenn states, "I still redeem the little old IRCs at my post office
here on the MS Gulf Coast!"

UPDATE. Last week we mentioned that Fran, EA7FTR,(who manages many
stations) was to be in the hospital. Fran has informed OPDX that he
is now out of the hospital and is doing fine. He wants to thank everyone
(all the Hams) who were asking about him. He really appreciated it. It
was also reported that Fran's son David, EB7AEY/EC7AGG, states that
all direct QSL requests for the stations Fran manages have now been put
in the mail.

3Y0X (XR9A and CE0Z) QSL STATUS. Bob, N2OO, has posted the following
update on the QSL progress dated June 6th, 2006: "Today, we put another
50 pounds of cards in the mail which were all processed last week and
at our Sunday, June 4th, SJDXA team QSL session. We also had sent about
10 pounds since our last report, so this brings us to 285 pounds of 3YØX
QSL mail sent to-date. We have now confirmed 27,477 QSO's, or 32% of
ALL QSO's made by 3YØX. I estimate that we have now answered approximately
65% of all requests received. About 95% of all 3YØX contributor's cards
have been answered. Some reasons why some contributors will not have
their cards yet a
* Received recently (approximately last 2 weeks)
* Made special request for separate cards per band, mode and/or per
QSO (Too time-consuming right now) Card(s) set aside for "not
in log" research
* Sent multiple calls in same envelope
* May have accidentally gotten mixed in with non-contributors (we
ARE human)
* Postal service mangled the mail (a small handful came back damaged
and "to address" unreadable)

This week, we will begin to "pre-process" the SWL and non-contributor
cards. Another QSL session will be scheduled for June 11th and another
mailing should be ready for June 12th.

CEØZ update: I understand that the cards have been ordered but they
have not arrived here yet. The confirmation pre-process is complete, so
once the cards arrive labels will be printed and cards should start to
flow 'slowly' as they will be processed by one of our SJDXA QSL team
members. When this starts, I will post a new update here.

XR9A, XR9A/8, XR9A/MM update: Log pre-processing was recently begun by
another of our SJDXA team QSL members. We had been putting these off
in order to better concentrate on the 3YØX cards. We do have the XR9
cards from the printer so, once the pre-processing is complete, and we
figure out how to process the /mm cards properly, we will start to get
these out as well. When this starts, I will post a new update here.

PLEASE read the 'QSL PROCESS' below if you haven't done so already. It
should answer any other questions you might have regarding our operation.
When ALL QSLing is 'current', I will make an announcement on this web
site, and there will be a press release made as well. At THAT time, I
would welcome ANY and ALL inquiries and pledge to help resolve any
lingering QSL issues. PLEASE DO NOT email N2OO at this time! Emails at
this time will only slow the process down....."
de N2OO and the SJDXA QSL team!
