DXCC NEWS..........................................
New DXCC Entity -- ARLD026 Montenegro is the newest ARRL DXCC entity:
"A new ARRL DXCC entity has come into being! As expected, the United
Nations admitted the Republic of Montenegro as its 192nd member June
28, and that action automatically makes the tiny Balkan nation the 336th
current DXCC entity.
'According to the ARRL DXCC List criteria, entities on the UN list of
member-states qualify as political entities,' said ARRL Membership
Services Manager Wayne Mills, N7NG. 'Therefore, effective June 28, 2006
(UTC), ARRL has added The Republic of Montenegro to the DXCC List. Claims
for DXCC credit will be accepted immediately.'
Current Montenegrin radio amateurs reportedly may continue using their
YU/YT/YZ/4O/4N-prefix callsigns until the International Telecommunication
Union designates a new callsign block for the new country.
In anticipation of Montenegro's new nation status, the International
DX Festival Montenegro, with information on the web at,
http://www.yu6scg.cg.yu/international-dx-festival.html, has been set
for July 20 until August 12. That's when several international operators
will join forces with Montenegrin Amateur Radio operators from at least
three different stations using a common callsign in an effort to meet
the DX community's need to work the newest DXCC Entity. Festival
organizers have set the ambitious goal of 200,000 contacts for the event,
which will use all HF bands.
Montenegro declared its independence on June 3 following a national
referendum May 21."

ARRL Membership Services Manager Wayne Mills, N7NG, reports that the
ARRL "DXCC Dialog" blog debuted on June 26th. He mentions that the
"DXCC Dialog Weblog" -- contains news and notes about the ARRL DXCC
program. "This page will have up-to-date information about the DXCC
program," says Wayne Mills, N7NG. "It does not provide for users to
post responses, but authors and e-mail addresses are listed." The blog
will be updated as needed to inform and update the DXing community
regarding news of interest. DXCC Dialog Weblog is available at:
http://www.arrl.org/blog/DXCC%20Dialog

DXCC Fee Increase Reminder! ARRL Membership Services Manager Wayne Mills,
N7NG, wants to remind everone: "The new DXCC fee schedule will go into
effect on July first. Applications received at the DXCC Desk by Friday
afternoon, June 30th, will be processed under the existing fee schedule.
Applications which have not reached the DXCC Desk by June 30th will be
processed under the new fee schedule." The new DXCC fee schedule is
available at:
http://www.arrl.org/news/stories/200...ees-06Jul.html

prefix ZK (Zulu Kilo) will be replaced with E5 (Echo Five). This will
mean that if your callsign is currently ZKR (Zulu Kilo Romeo) it will

will change, the remainder will remain as is. If you require further

Universal Postal Union (UPU) has redesigned the International Reply
Coupon (IRC) again. The new design, known as "Beijing Model No. 2," was
submitted by Volodymyr Taran, a graphic artist from Ukraine. Taran's
design was inspired by Michelangelo's painting on the ceiling of the
Sistine Chapel -- "two fingers about to touch framed in a postage stamp,
representing the notions of communication and exchange." The newly
designed IRC will be valid until December 31, 2009. However, the current
IRC is valid through December 31, 2006 (ed. Depending on who you talk
to...). ADDED NOTE: The IRC will celebrate its centenary in 2007. It
was October 1st, 1907, that the International Bureau issued the first
International Reply Coupon. To mark this event, countries can ask the
International Bureau to include a special overprint that reads
"1907-2007: 100 years of IRCs"! Collectors, philatelists and future
buyers will appreciate this added feature. The coupon is certain to be
