Sorry I meant to say a Self Addressed Envelope. As for the $2, its what he
wants. He's in the driver seat as he has something you want and he most
likely doesn't need what you have. Also the dollar is not what it used to be
and many countries have raised the cost of international postage by allot in
the last few years. Largely I suspect because e-mail has cut into the
profits.

That's why I changed from direct to a manager in OK land. A US$ was not
enough to send more than one card in an envelope from here in Singapore.
Many Asian countries are even more expensive. IRC's (old ones) are not good
here any more although they should be. All a bit convluted but two green
stamps is becoming the norm. However, I am also using LoTW and that's fast,
and free for the DX station.

In Australia or Canada an IRC pays only one third of stamping. That means
that your dear addressee living in Queensland or Vancouver from whom you
await the QSL direct by mail will have to pay from his pocket $1 or $2
additional. An economy-class delivery costs about $1.5 but the fastest
answer, providing a less-than-one-week delivery costs about $2 in those
countries.
Here are all countries requesting 2 GS to send a QSL by airmail : 4L, 5A,
CE0, CX, DL, EK, EP, HB, TI, UR, VE, VK, YB, ZS.
In case of doubt about IRC do send GS.

I just read somewhere that Cuba will outlaw the use of U.S. currency
sometime in early November.
