Are you saying it's ok to screw up 15% of your operating? 3: Code elements should be 13 wpm for General, and 20 wpm for Extra. Why should anyone be tested for code proficiency if they don't plan to use it? I can see testing for basic knowledge (dit dah = A), but why any particular speed? Should people be tested for speed talking before using voice modes? 4: Make the no-code license one year non-renewable. All licenses should be no-code. Does the FCC test for speaking ability?
