You will discover that the information is held very close, for obvious
reasons. But, anyone with good modeling software can derive equivalent
results, as the characteristics of electric utility lines are well
documented. As a long time power line RFI locator*, I can tell you that two
things happen which are not common knowledge. First, at each insulator,
there is a large enough impedance bump to cause several dB of loss due to
reflection. Then, the attenuation of wide spaced open wire lines is pretty
good, until you start measuring line lengths in miles instead of feet.

While I certainly don't want to see BPL implemented, I must question
your statements about the power companies' technical requirements to
deploy BPL to rural customers.

Can you please provide official sources for the technical information
you posted?
