Why is my 2watt radio only 0.83watt? advertised output doesn'tmatch certification specs.
Those are "advertising watts"? -- like "advertising Gigabytes." :-)

No one is lying, yet the marketers are using "specsmanship" to their advantage. The FCC is only interested in ERP (effective radiated power) in the FRS service, so for example your two watt radio has an antenna with a loss (not gain) of 3.8 dB, the ERP on GMRS is 831milliwatts, while on the FRS side, the output power is reduced by another 2.4 dB to meet the FCC limitation of 500 milliwatts ERP.
