Why is my 2watt radio only 0.83watt? advertised output doesn'tmatch certification specs.
 
Those are "advertising watts"? -- like "advertising Gigabytes." :-)

The manual says 0.5 or 2W(selectable) from GMRS/FRS shared channel 1 to
7, 0.5W on 8-14 as a FRS radio and 15-22 GMRS only selectable between 0.5
and 2W.

The package reads "2watt up to 5 miles"

I got a copy of FCC certification sumbission for this radio and it reads:

478mW FRS
831mW GMRS


How did the 831mW on certification submission turn into 2,000mW on
manual and package?

Here is the correct answer:
No one is lying, yet the marketers are using "specsmanship" to their
advantage.
The FCC is only interested in ERP (effective radiated power) in the FRS
service, so for example your two watt radio has an antenna with a loss
(not gain) of 3.8 dB, the ERP on GMRS is 831milliwatts, while on the FRS
side, the output power is reduced by another 2.4 dB to meet the FCC
limitation of 500 milliwatts ERP.
